« Fixez vos yeux sur les nations, dit le Seigneur. En guise de réponse de Dieu, ces versets annoncent un jugement. La sentence est prononcée: les Babyloniens vont envahir la Judée sous prétexte d'y rétablir l'ordre. Habacuc décrit ces guerriers venus de Chaldée, dans le sud de la Babylonie (sud de l'Irak actuel), avec des mots très durs: ce peuple est « cruel et déchaîné », il impose avec arrogance son droit aux nations, sa cavalerie est terrifiante. Ses soldats, innombrables, combattent les peuples et sèment la terreur. Comme des prédateurs, ils pillent tout sur leur passage. Ils vont provoquer la chute de Jérusalem et la réduire au chaos et à la misère. A l'injustice et aux querelles décriées plus haut par le prophète s'ajouteront la guerre et l'anarchie. Finalement, les Judéens tomberont aux mains d'une armée étrangère (en 597 avant J.-C.). Soyez saisis d'étonnement.
