What Does This Mean?
In this verse, Jeremiah is speaking about how he is overwhelmed with the anger of God because of the sinful actions of the people. He feels the need to release this anger by speaking out against them, saying that it will affect everyone, young and old, men and women.

Imagine you have a really big bucket of water that you're holding tight. You're holding it so tight because you don't want to spill it. But it gets heavier and heavier, and you want to pour it out. Jeremiah feels like that bucket of water, and he's going to pour out all the feelings he has about how sad God is with the people.

Jeremiah, one of the major prophets, wrote this during the time of the fall of Jerusalem around 600 B.C. The audience was the Israelites, who were suffering from their own sins and the consequences of their actions. The cultural setting was one of rebellion against God and His laws.
