What Does This Mean?
This verse tells us that the people built a place called Tophet where they burned their own children as sacrifices. God says He never asked for this or even thought of such a thing. This is a message about how God is against human sacrifice.

Imagine if your friend told you that they had to give their favorite toy to a scary monster to make it happy. But your friend's parents never asked them to do that, and they would be really sad to know about it. That's kind of what's happening here, but with people instead of toys.
Historical Background
Jeremiah wrote this around 600 BC to the people of Judah. He is warning them about their pagan practices that involved human sacrifice, which were against God's laws. The valley of Hinnom was a real place outside of Jerusalem where these sacrifices took place.
Living It Out Today
In modern times, we can think about how we sometimes do things we think will make us happy or solve our problems, but they end up hurting us or others. Just like God disapproved of these sacrifices, He also disapproves of harmful behaviors in our lives.
