«لَكِنِ اخْتَرْ مِنَ الشَّعبِ رِجالاً شُرَفاءَ يَخافُونَ اللهَ، أُمَناءَ يَكرَهُونَ الرِّشوَةَ، فَتُعَيِّنَهُمْ عَلَى الشَّعبِ قادَةَ أُلُوفٍ وَمِئاتٍ وَخَماسِينَ وَعَشَراتٍ.
